Luis Lugo Jr., a native of New York City, NY is the President & Chief Operating Officer of PACO Group, Inc., an Engineering Consulting firm headquartered in New York City. His prior experience includes positions with Hill International as Vice President of Business Development for Hill International’s Northeast Region and as PACO Group’s Senior Vice President, in charge of Operations, Marketing, Business Development and Human Resources. Prior to that Mr. Lugo spent 20 years with the U.S. Army as an Infantry Officer with assignments worldwide. During his 30 year career Mr. Lugo has been responsible for coordinating the work of numerous departments that have provided corporate wide support to regional offices across the country, and projects throughout the United States, Puerto Rico, Spain, and Panama. Some of the projects that Mr. Lugo has managed on behalf of his firm have included NYC Transit’s Second Avenue and East Side Access Project; NYS DOT Tappan Zee Bridge, Amtrak PMO and ASDP programs, PANYNJ Agency Project Controls, Chicago Transit Authority Blue Line Renovation, and the RTD’s Denver Union Station Project. Luis is a graduate of State University of New York, where he earned his Bachelor’s degree and from the University of Phoenix in Arizona where he earned a Master of Arts in Business and Organizational Development in 2000. He is an active member several national organizations that include the American Public Transportation Association, and the Construction Management Association of America, Conference of Minority Transportation Officials, and the National Transportation Diversity Council. He is married to the former Pamela Gonzalez, and has two children, Alexander and Maximilian and the family resides in Rockaway Park, New York.
